Abstract
This Act provides for the control and trade of hazardous substances. The Act consists of 4 Chapters divided into 93 sections, and of 1 Schedule.
Chapter 1 provides for the establishment of the Committee on Hazardous Substances, and defines its powers and duties. Hazardous substances shall be classified in accordance to their use, production, import, export, etc. as provided for in section 18. No producer shall be allowed to import, export, or possess the type 3 hazardous substances unless a permit by the authority has been obtained (sect. 23). Provisions for the application, validity, renewal, revocation of permits are given in sections 24-35. The production, import of type 2 or type 3 hazardous substances, not included in section 4, must be registered with the authority and shall be in accordance with the criteria and procedures provided for by the Responsible Minister with the opinions of the Committee (sects. 36-42). No person shall be allowed to produce, import, export or possess type 1, 2 or 3 hazardous substances, which are considered fake, of deteriorating quality, substances that have not been registered, etc. (sects. 45-49). Duties and civil liabilities of producers, importers, carriers, etc. of hazardous substances are provided for in Chapter 3. Chapter 4 contains penal provisions.

Unofficial translation.The Toxic Substance Act, B.E. 2510, and the Toxic Substance Act (No. 2), B.E. 2510 shall be repealed.
