Abstract
The Act sets up the framework for decentralizing power to local administrative organizations in Thailand. It emphasizes the responsibilities and authority of local governments, including municipalities and sub-district administrative organizations, to manage public service systems for the benefit of their communities. Key provisions include the requirement for these organizations to develop their own local development plans and to implement public service systems tailored to local needs. The Act mandates the establishment of a national committee responsible for creating a decentralization plan and operational plans, which must be approved by the Cabinet and reported to the Parliament for official publication. The committee is also tasked with monitoring the implementation of these plans and addressing any challenges that arise during execution. The Act also stipulates that local administrative organizations have the authority to manage their own revenue generation, with guidelines provided for how these revenues should be allocated and utilized.
