Abstract
This Ministerial Regulation is formulated in accordance with the Hazardous Substances Act, B.E. 2535 (1992), as amended. The Ministerial Regulation provides for determining and disbursing preliminary compensation for damages caused by the land transport of hazardous substances. It establishes the responsibilities of insurers to provide initial compensation in cases of health, life, or environmental damage. The Ministerial Regulation also specifies that compensation can be claimed by state agencies or authorized private entities involved in emergency response and environmental restoration.
