Abstract
This Ministerial Regulation is issued under Thailand’s Water Resources Act B.E. 2561, classifying water usage into three types based on purpose and volume. Type One includes small-scale or essential uses such as household consumption, subsistence agriculture, small-scale industry, ecosystem preservation, traditional practices, disaster relief, transportation, and minor commercial use. These uses are generally non-commercial and vital for daily living or community well-being. Type Two covers moderate-scale uses, including industrial operations, tourism-related businesses (like hotels and golf courses), electricity generation, and waterworks, with usage not exceeding 30,000 cubic meters per day for surface water or 3,200 cubic meters per day for groundwater. Type Three includes large-scale or high-impact uses, such as water consumption exceeding the above thresholds or any use that significantly affects water balance, quality, ecosystems, or related watersheds.
