Abstract
This National Security Policy and Plan B.E. 2566 – 2570 (2023 - 2027) is a multi-sectoral policy document. The Goal is: Enhancement in Thailand’s security and stability, peaceful livelihood of the people, capacity and management in pursuit of comprehensive security and national interests. The National Security Policy and Plan (2023 - 2027) consists of 17 security policies and plans.
Security Policy and Plan No. 4 focuses on maintaining maritime security and safeguarding national interests. The plan emphasizes comprehensive maritime security to prevent and address key maritime threats. Collaboration between sectors is encouraged for balanced and sustainable maritime security, considering national interests. The plan also highlights effective marine knowledge management, capacity improvement for maritime security operations, and enhanced collaboration with neighboring countries, ASEAN nations, and Asia-Pacific countries. Moreover, it promotes the balanced and environmentally friendly use of the ocean, particularly in the realms of tourism, fishing, merchant marine activities, energy extraction, marine knowledge management, and raising awareness about the ocean's importance, following the principles of the Blue Economy.
Security Policy and Plan No. 9 focuses on disaster prevention and mitigation by enhancing disaster risk management for natural, man-made, and compound hazards. It aims to cultivate knowledge, awareness, and understanding of disaster risk management across all sectors to effectively reduce risks. It emphasizes international partnerships in disaster risk management and ensures Thailand's disaster management mechanisms meet international standards. It includes improving integrated emergency management, establishing cooperation guidelines for emergency operation centers, and strengthening the management mechanism for disaster mitigation and victim assistance. The goal is to ensure prompt, comprehensive, and fair operations in dealing with disasters. Security Policy and Plan No. 14 aims to enhance national preparedness and crisis management in Thailand. The focus is on preventing and responding to threats by integrating the country's resources during a national crisis. To achieve this, the plan involves reviewing and developing administrative mechanisms at policy, directorate, and operational levels to ensure effective collaboration during crises. It also emphasizes promoting international cooperation through bilateral and multilateral partnerships, strengthening research and development collaboration. Additionally, the plan emphasizes the effective development of administrative mechanisms, warning and command systems, and coordination between agencies and operations to improve crisis response capabilities. Security Policy and Plan No. 13 focuses on managing public health emergencies and emerging infectious diseases in Thailand. The plan emphasizes preparation and capacity enhancement at both regional and local levels. It involves developing innovations, managing medical resources, and ensuring readiness to respond to crises.
