Abstract
This Act is enacted to establish property rights as the right to use real estate which can be transferred and secured as security for debt repayment by mortgage. The Act consists of 17 Sections.
Any owner of real estate who wishes to establish property based on rights shall submit the application to the competent official (Section 4). Upon receipt of a request for the establishment of rights-based property under Section 4, the competent official shall register the establishment of rights-based property in the land title deed or the condominium title deed , as the case may be, and issue a rights-based property certificate (Section 5). Section 10. The holder of property based on rights has the right to use the real estate in which the property is established based on rights under this Act and as specified in the property rights certificate. However, the use of property based on rights must be in accordance with the law on that matter as well (Section 10).
