Abstract
This Act is enacted to promote small and medium enterprise (SME), enhance regional representation, and align support mechanisms with modern economic needs.
The Act defines SMEs based on employment, income, assets, or registered capital. It also establishes the National SME Promotion Committee, chaired by the Prime Minister. The Committee includes representatives from relevant ministries, private sector leaders, and experts. The Act empowers the Committee to determine policies and plans for promoting medium and small enterprises, determine the characteristics of medium and small-sized enterprises, suggest financial, treasury, taxation or other measures, and propose integrated budget planning across government agencies to support SME development. Additionally, the Act strengthens the role of the Office of SME Promotion by mandating coordination with educational institutions to establish SME incubators for knowledge and technology transfer.
