Abstract
This Act is enacted to improve the status of the Sub-district Council and its administration so as to be able to support the decentralization of power to the people more.
In each sub-district, there shall be one sub-district council. The sub-district council shall have the status of a juristic person (sec.6). The Subdistrict Council has the power and duty to develop the subdistrict according to the Subdistrict Council's plans, projects and budget, to make recommendations to government agencies in the administration and development of the subdistrict, to perform the duties of the Subdistrict Committee in accordance with the law on local government, and to perform other duties as prescribed by law. Subject to the law, the Subdistrict Council may carry out the following activities within the Subdistrict: (1) Provide water for consumption, use and agriculture. (2) Provide and maintain waterways and land routes. (3) Provide and maintain drainage systems and maintain the cleanliness of roads, waterways, walkways and public areas, including the disposal of waste and garbage. (4) Protect, care for and maintain natural resources and the environment. (5) Support and promote the occupations of citizens. (6) Promote the development of women, children, youth, the elderly and the disabled (Sec.22-23).
