Abstract
This Thailand Country Programme on Climate Change (2nd Edition) 2024 serves as a strategic roadmap for utilizing Green Climate Fund (GCF) resources to achieve climate goals. The Programme aims to reduce greenhouse gas emissions, enhance adaptation measures, and promote sustainable practices.
Thailand faces significant climate change impacts, including rising temperatures, fluctuating precipitation, coastal erosion, and sea-level rise. The Programme targets net-zero emissions by 2065, requiring an estimated THB 5,000–7,000 billion to meet Thailand's 2030 Nationally Determined Contributions (NDC) goals. Key barriers include policy gaps, technological limitations, financial constraints, and capacity shortages. The Programme seeks to advance climate action in key sectors, foster sustainable development, and enhance community resilience. It focuses on priority areas such as mitigation strategies, knowledge enhancement in agriculture and waste, advanced adaptive technologies, strengthening climate financing mechanisms, and knowledge sharing.
The Programme emphasizes collaboration among government agencies, civil society, private sector entities, educational institutions, and local communities. It highlights the importance of international financial support, particularly for projects aligned with conditional Nationally Determined Contributions (NDC) targets. The Programme also includes a multi-stakeholder engagement plan over a four-year period to develop priority projects and programmes for funding proposals to the GCF.
