Abstract
Thailand’s NDC 3.0 sets out an enhanced, economy-wide commitment to reduce net greenhouse gas emissions 47% from 2019 levels by 2035, aligned with the 1.5°C pathway and its national goal of achieving net-zero emissions by 2050. The target covers all major sectors—energy, transport, industry, agriculture, LULUCF, and waste—and applies to a full suite of greenhouse gases. The NDC was developed through broad stakeholder engagement and incorporates gender-responsive and community-inclusive planning. It is guided by international best practices, IPCC methodologies, and the findings of the UNFCCC global stocktake.
To meet its goals, Thailand emphasizes a just and equitable transition supported by green energy, energy efficiency, and emerging technologies such as CCS/CCUS, hydrogen solutions, and sustainable fuels. The NDC highlights significant investment needs—about USD 7 billion by 2035—particularly for energy and industrial transformation. Thailand stresses that achieving its targets will require substantial international finance, improved access to climate funds, and strengthened technical and institutional capacity.
