Abstract
This Act provides for town planning at various levels of administration and related matters.
The Act consists of 111 Sections divided into 11 Chapters: General Provisions; Formulation And Preparation Of Town Plans; Area-Use Policy Plans; Land Use Plans; National Town Planning Policy Board; Town Planning Commission; Changwat Town Planning Committees; Appeals; Duties and Powers Of Work Performers; Penalties ; Transitory Provisions.
There shall be a Board called the “National Town Planning Policy Board”, which shall have the duties and powers such as: (1) to determine policies and goals in connection with town planning and urban development of the country; (2) to determine measures for strengthening co-operation from the civil society sector and co-ordination amongst agencies in the public and private sectors in connection with town planning; etc. The Department of Public Works and Town and Country Planning shall formulate and prepare the national policy plan as a framework for policies and strategies for national development with respect to the use of areas, urban development, the development of related areas and the countryside, key infrastructure (consisting of water management, public health, education, energies, etc.), the development of special areas, the preservation of natural resources and the environment and other necessary acts. The Department of Public Works and Town and Country Planning shall also formulate and prepare Changwat policy plans as directions for the development and maintenance of provincial areas with respect to the use of land, urban development, rural development, public utilities, etc.
National policy shall include water conservation concerns and Water charts, developed under the Law on Water Resources or a chart indicating water-source development zones and flood-water areas shall be included in subnational development plans.
