Concept of agrarian policy of the Republic of Tajikistan.

Concept of agrarian policy of the Republic of Tajikistan is a multisectoral policy document that establishes the goal of agrarian policy aimed to ensure the dynamic development of all spheres of agro-industrial complex, to increase of its efficiency and competitiveness, thus ensuring food security of the country. The main task of agrarian policy is to disclose the system of phenomena, processes and laws in this area of human activity. Another important task is of the agrarian policy is the influence the agricultural legislation.
Overall goal of agrarian policy is to ensure an acceptable and dignified standard of living for every the citizen of the Republic of Tajikistan through adoption of specific measures for each sector of the national economy. Insufficient production of foodstuffs in the country has a significant impact on the level of consumption of certain types of food products by the population. According to the survey, the poverty rate of the population of Tajikistan was 53 percent. Food security, as the prevailing problem of the state, can be solved only through sufficient manufacturing of foodstuffs. Even if there is sufficient food production, the problem of undernourishment of a part of the population cannot be solved if the level of poverty is not reduced and the purchasing power of the majority of the population is not increased. Targeted structural and sectoral reforms are needed to ensure sustainable economic growth and poverty reduction in the future.
The objectives of the Concept development are as follows: (a) ensuring food security of the country; (b) concretization of the role of the state in the implementation of agrarian policy in the conditions of market transformations of the economy and democratization of governance; (c) determination of priority directions for the development of the country's agro-industrial complex (AIC); (d) determination of interrelation of state bodies in ensuring stable functioning of agriculture, water sector and processing industry branches, further promotion of the reform; and (e) determination of the mechanism of interaction between the state and other actors - participants of agricultural sector development - in the implementation of agricultural policy by the private sector, international and domestic investors and donors, non-governmental organizations (NGOs), etc.
The main directions of the achievement of the objectives of the Program shall be as follows: (a) promotion of land reform; (b) improvement of the forms of economic management; (c) development of plant cultivation, in particular, cotton cultivation; (d) creation of agrarian markets; and € development of processing industry.
The Concept of agrarian policy will serve as: (a) a policy tool for decision-making by public authorities; (b) information for donor organizations and investors to support their priorities in the agricultural sector of the economy; (c) guidance for the private sector in forecasting the business environment, in the choice of production activities; and (d) information for the population and the public on the role of the state in the implementation of agricultural policy.
