Concept of creation and development of agro-industrial clusters in the Republic of Tajikistan for the period up to 2040.

Concept of creation and development of agro-industrial clusters in the Republic of Tajikistan for the period up to 2040 is a sectoral policy document, which defines the purpose of creating agro-industrial clusters, institutional, organizational, methodological, administrative basis for their creation and development. The Concept is the basis for the development and implementation of projects for the creation and development of agro-industrial clusters, which are considered as measures to diversify production and manufacturing of competitive agro-industrial products. The scope of this Concept is to form a common understanding of methodology of creation and development of agro-industrial clusters and creation of favorable conditions for the constitution and further development of agro-industrial clusters. The Concept sets forth the following objectives: (a) formation of methodological and legislative grounds for the creation and development of agro-industrial clusters; (b) definition of the priority directions of agro-industrial clusters; (c) creation of conditions for the development and implementation of cluster projects, organizational and methodological assistance in their development and implementation; (d) assistance to organizational and practical work on the creation and development of agro-industrial clusters; (e) promotion of cooperative ties between farms, processing enterprises, research institutions and other organizations in various fields within the unified production programs, characterized by a complete form of the production of agricultural commodities (production of raw materials, processing and production of finished products, storage and trade), innovation processes, quality control programs and other; (f) increasing the innovation activity of entrepreneurs to update production and processing of agrarian products; (g) promoting better interaction between science, education and production, the formation of a system of vocational training, meeting the requirements of agricultural producers; (h) organization and maintenance of the state support system for creation and development of agro-industrial organization and functioning of the state support system for the creation and development of agro-industrial clusters; (i) establishment of coordination between the central bodies and city and district executive bodies and city and local governments; and (j) establishment of coordination between central bodies and executive bodies of the state power of cities and districts and the private sector (producers and suppliers of agricultural commodities and processed goods).
