The Concept of family development.

The principle of guaranteeing state protection of the family as the basis of society and the realization of the rights of every person to create a family at the level of the Constitution of the Republic of Tajikistan acquired constitutional force. The scope of the Concept of family development is the protection of the basic values of national family culture. It defines the prospects for state policy in the field of strengthening the family as an important social institution and the foundation of society.
The goal of adopting this Concept is to strengthen the role of the family in society as an important social institution. The implementation of this goal involves the fulfillment of the following tasks: (a) ensuring the unconditional implementation of the constitutional principle of equality of men and women in family relations; (b) protection of the family as an important socio-cultural value, preservation of moral and ethical traditions in family relations; (c) strengthening the economic foundations of the family, ensuring their economic independence in order to fulfill its social tasks; (d) improvement of the regulatory legal framework for family relations in order to protect the rights and interests of family members, and increase the responsibility of the family in fulfilling its duties; (e) formation of a mechanism to support families in order to improve their living conditions; (f) improving mechanisms for ensuring family planning and protecting the health of its members; (g) ensuring the comprehensive implementation of legislative norms on state registration of marriages; (h) assistance in social security of families and children in need of additional support; and (i) prevention of divorce, juvenile and adolescent delinquency, increasing the responsibility of parents in the education and upbringing of children.
The family, as the foundation of society, is protected by the state, and at the present stage special attention is paid to it, because the solution of issues of demography, public health, the formation of perfect, self-conscious individuals, patriots with a sense of high national pride, becomes possible precisely through the support of the family. Authorized state bodies must make wide use of the scientific, secular and humanitarian aspects of national traditions and customs, valuable scientific, literary and historical heritage in the education of the young generations. Authorized state bodies are obliged to provide timely material and moral, educational and advisory assistance to families.
The main goal of strengthening the socio-economic foundation of the family is ensuring an increase in the standard of living and well-being of each family on the basis of permanent employment, the organization of family entrepreneurial activity, advanced training, and active participation in the development of all socio-economic sectors in a market economy.
