Abstract
Concept on rational use and protection of water resources in the Republic of Tajikistan is a multisectoral policy document covers the totality of enterprises of various sectors of the national economy that share water resources that constitute water management complex of Tajikistan.
The Republic of Tajikistan in its water relations policy proceeds from the need to ensure sustainable development of its economy, rational use and protection of water resources on the basis of compliance with the principles of international water law, mutually beneficial and friendly cooperation with foreign countries, general environmental security, development of international cooperation. The development of a modern strategy for inter-State water allocation and economic mechanism for water use is a priority and urgent task for the entire region, on which the entire range of issues related to the rational use and protection of water resources depends.
Water management system of Tajikistan consists of water fund, water production, consisting of channel facilities providing regulation and territorial redistribution of flow, water resources reproduction, water protection facilities, a group of facilities for technological, biological, social, and hygienic water use, as well as for wastewater treatment and disposal. Functionally, elements of the water management system of the country are distributed among water supplying, water consuming and water-using entities. The most important water consumers are irrigated agriculture, domestic water supply and industry. Hydropower is the main water user in Tajikistan. These are the most important players in the water sector and determine the strategy for national development of Tajikistan.
Water consumption (water intake) is structured as follows: (a) dominates irrigated agriculture up to 84%; (b) household potable water supply and water supply for agricultural purposes – 8.5%; (c) industry – 4.5%; and (d) fisheries – 3%. The solution of environmental problems arising in the course of hydraulic flow regulation will be facilitated by the prompt introduction of payment for the use of water (water charges) as a natural resource.
Created irrigated agro-landscapes, providing for specific employment of the population, play an important economic, natural and ecological role for the habitat of 75% of the country's residents. Construction and operation of water supply systems should be elevated to the rank of a priority state policy, on the implementation of which the welfare and health of the nation depends.
