Abstract
Fisheries Development Program in the Republic of Tajikistan for the period of 2009-2015 is a multisectoral policy document, which aims at increase of fish productivity, improvement of genetic quality of fishes and thereby meeting the needs of the population in fish products and creation of new jobs.
The fishing industry in the Republic of Tajikistan is one of the profitable. Therefore, the Program is aimed at restoring the existing production capacities of fish farms, renewal of fish species and fish stocks, adaptation of previously extinct species (bester, rainbow trout, black carp, and red sculpin), creation of fish breeding (fishfarming) facilities and new fishing farms regardless of the type of ownership.
Further development of fishery sector is a priority in ensuring the country's food security and implementation of the Poverty Reduction Program for 2007-2009.
Currently, more than 14,000 tons of fish is required to meet the normal physiological requirements of the population. The volume of fish capture in 2005 was 265 tons, 2006 - 214 tons, and in 2007 - 225.7 tons, which is 10 percent of the total production capacity of the existing fishfarms.
The Program will carry out the following tasks: (a) increase the area of fish farms to 15,000 hectares, as well as use the climatic and natural conditions of the water area of the provinces, cities and districts to increase the output of fish products to 14,000 tons; (b) provide protection of genetic resources of fish species for the purpose of reproduction of fish stocks; and (c) the effective use of natural resources (reservoirs, waterbodies and rivers) for the establishment of industrial fisheries. One of the objectives of promoting fishfarming shall be to ensure creation of new jobs and high level of employment.
Implementation of the Program is necessary to solve the following issues: (a) creation of a state fishery fund for protection and reproduction of fish stocks formed fines and penalties for the infringement of acting legislation by natural and legal persons; (b) development of fishfarming in free water area of areas; (c) creation of fish breeding farms for selection and breed improvement activity; (d) training of staff; and (e) attraction of foreign investments in fishery sector.
