Government Decree No. 135 validating State Program for Promotion of Employment of the Population of the Republic of Tajikistan for 2023-2027.

The State Program for Promotion of Employment of the Population of the Republic of Tajikistan for 2023-2027 was developed taking into account the priorities defined in the National Development Strategy of the Republic of Tajikistan for the period until 2030, the Concept for the Development of Productive Employment of the Republic of Tajikistan for the period until 2040, as well as analysis of regional and sectoral market indicators of labor and employment of the population. The Program covers active and passive measures to promote employment of the population and includes the processes of attracting unemployed citizens to vocational training, to perform paid public works, allocating preferential loans for private business activities, providing vocational guidance services, employing unemployed citizens through job fairs and created new jobs in sectors of the economy, employment of citizens vulnerable in the labor market through quotas of jobs and payment of unemployment benefits. As a result of the effective implementation of the Program, the unemployment rate shall be reduced, social protection is provided for a certain number of unemployed people, including youth, women and vulnerable populations in the labor market, conditions shall be created for the introduction of inclusive education and the formation of competencies, the activities of labor and employment authorities are developed through the transition to digital services and ensuring wide access to these services for job seekers and the unemployed.
The main goal of the Program is to promote employment by attracting unemployed citizens to vocational training and, on this basis, their employment, the implementation of which will create conditions for attracting more people to employment.
In order to implement the state policy to promote employment, the Program for 2023-2027 identifies the following main tasks: (a) strengthening the activities of labor and employment authorities through the transition to digital services and ensuring wide access for job seekers and the unemployed to these services; (b) improvement of the system for collecting and processing statistics in the field of employment; (c) taking measures to collect the necessary information in order to determine the balance of the labor market (supply and demand); (d) support for the development of small businesses, initiatives of youth, women and vulnerable citizens in the labor market to engage in entrepreneurial activities (start-ups) through the provision of preferential loans; (e) promoting employment of a part of the population vulnerable in the labor market, including people with disabilities, by involving them in extensive training in distance employment; (f) adapting the process of vocational training services to the real needs of the labor market through constant survey of employers to identify their labor force needs; (g) implementation of measures to improve the level and quality of vocational training through the introduction of innovative vocational training mechanisms, including inclusive and dual training, and thereby increasing the competitiveness of the workforce; and (h) taking measures to reduce the level of unregistered employment (informal employment) in sectors of the economy.
For 2023-2027, the following priority areas are envisaged in the field of promoting employment: (a) implementation of measures to accelerate productive employment; (b) development and implementation of measures to ensure the competitiveness of the workforce in the internal and external labor markets; (c) introduction and gradual expansion of digital services in the field of promoting employment; (d) attracting state and foreign investments to implement the state policy of promoting employment; (e) development and implementation of measures to assess the impact of the main indicators of the Program on the social situation of unemployed and job-seeking citizens; and (f) ensuring the implementation of the priorities defined in the National Development Strategy of the Republic of Tajikistan for the period until 2030 and the Concept for the Development of Productive Employment in the Republic of Tajikistan for the period until 2040.
