Government Decree No. 186 validating State program of bank protection works in the Republic of Tajikistan for 2023-2027.

The State program of bank protection works in the Republic of Tajikistan for 2023-2027 was developed to carry out constant monitoring and regulation of river beds, carry out bank protection works and clean up gullies in order to prevent the risks of mudflows and floods and erosion of river banks. In order to reduce natural disasters, especially mudflows and floods in the Republic of Tajikistan, it is necessary to include preventive measures in the Program. This makes it possible to protect the population, agricultural land, roads, bridges and other important structures of the national economy from the effects of floods. Along with the implementation of bank protection works due to untimely implementation of ongoing repairs, in the event of repeated occurrence of natural disasters, protective dams and other protective structures are partially and, in some cases, completely destroyed.
The main measures to prevent the effects of floods and mudflows are the construction of dams, spurs, mudflows, and other structures and the implementation of bank protection works, which require large amounts of funds every year. To carry out bank protection work, the mobilization of specialists, equipment, mechanisms and funds is required at the expense of state and local budgets, as well as funds for water supply services and the attraction of extra-budgetary sources. To reduce the impact of mudflows and floods, it is necessary to regulate river beds through the targeted development of crushed stone, sand and sediment.
The main goal of this Program is the organization of bank protection works, the construction of dams and other protective structures against floods, the implementation of other additional measures to protect the population and national economic facilities from mudflows and floods and increase the responsibility of citizens in this field. The adoption of the State Program, which provides for specific measures, makes it possible to streamline the implementation of bank protection works and increase the interest of authorized structures in protecting the population and national economic facilities from mudflows and floods. The objectives of the Program are: (a) monitoring the real situation of dams and other flood control structures of the country, with the aim of their restoration, maintenance and protection; (b) streamlining bank protection works, control over the use and regulation of river beds and gullies; (c) organization of constant monitoring of the progress of bank protection works; (d) creation of a database on bank protection structures and their condition; and (e) development of investment projects to attract financial assistance from international organizations and donors.
Monitoring and evaluation of the implementation of the Program will be carried out by the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan together with relevant ministries and departments.
