Abstract
The Concept represents a general and comprehensive vision of national policy to promote the development of productive employment of the population of the Republic of Tajikistan as one of the national priorities, including full and productive employment of the population. In the text of the Concept, labor activity is understood as any activity carried out by persons, regardless of gender and age, to produce goods and products or provide services for the use of others or their own use. Employment refers to labor activities carried out for pay or profit (income). Productive employment is employment that provides a decent living for the worker or persons under his care. The socio-economic significance of the issue of ensuring productive employment of the population involves the development of comprehensive policy goals based on the fundamental principles of decent work, including promoting employment, compliance with international labor standards, ensuring social protection and social interaction for every person.
The Concept consists of five key areas of national policy in the field of employment and social protection: (a) expansion of the sphere of productive employment; (b) knowledge, skills, technology and productive employment opportunities; (c) development of entrepreneurship and creation of productive jobs; (d) labor market institutions and programs; and (e) social partnership.
The level of employment of labor resources in rural areas is higher than in urban areas, while in recent years there has been a downward trend in the share of the labor force in the total working-age population. The public and private sectors have almost the same burden in providing employment to the population. According to the sectoral distribution of the employed population, Tajikistan retains its agricultural character, at the same time, in recent years, taking into account the industrialization of the country, the share in the service sector and industrial development will increase. The inclusion of women, youth and people with disabilities in the workforce in Tajikistan needs to be improved. The number of young people in informal work is increasing.
The national policy in the field of expanding the sphere of productive employment of the population involves a transition to a new socio-economic paradigm, the hallmark of which is economic growth focused on employment, income and equality. Expected high rates of economic growth should be a driving force to expand demand for labor, creating more favorable conditions for achieving the goals of expanding productive employment and reducing poverty. It is considered appropriate to continue the practice of introducing short-term national and local programs to promote employment of the population, including youth and women, enhancing their effectiveness by improving measures to regulate the labor market and employment. In order to eliminate social, including gender inequalities, and strengthen support for institutions involved in ensuring social equality at the national, regional and local levels, existing resources will be optimized and additional investments will be attracted.
In order to expand productive self-employment and its gradual transition to small businesses, it is planned to develop and implement a set of measures to support these processes, including, for example, improving access to preferential credits.
Information and statistical support of the national policy in the field of employment of the population involves the creation of a full-fledged system for collecting, processing and disseminating reliable information and statistics on the labor market, the demand for labor, the quality of jobs and the employment sector in general. The conduct of a labor force survey shall be performed regularly, at intervals of no more than one year. Social partnership in the field of employment is a system of relationships between employees (employee representatives), employers (employers' representatives), government authorities, aimed at ensuring coordination of the interests of employees and employers on the regulation of labor relations and other relations directly related to them.
