Abstract
In the Republic of Tajikistan, three potential fields for the formation of a green economy can be distinguished: (a) the economic filed, in order to promote an efficient and low-carbon economy, firstly requires the use of administrative measures to limit emissions into the atmosphere, and secondly, consists of economic instruments that are based on green taxation, environmental fees and green subsidies; thirdly, it consists of voluntary measures requiring the creation of an appropriate database and public-private partnership management system; (b) the social field of the green economy will be formed by promoting green investments in technology, eco-tourism, education and science, ensuring income and employment growth, reducing carbon emissions and environmental pollution, increasing energy efficiency and resource efficiency; and (c) the environmental field of the green economy requires the effective use of non-renewable energy sources, because their intensive use, on the one hand, has a negative impact on the climate, on the other hand, leads to the depletion of natural resources for future generations. Therefore, this field of the green economy or otherwise low-carbon economy is based on the principles of reliable energy supply, which focus on energy saving, its efficiency and the transition to renewable energy sources.
The implementation of the principles of the green economy will affect the development of the following relations: (a) strengthening ties of the Republic of Tajikistan with other countries in the implementation of the green economy; (b) strengthening the export system, attracting funds, investments, including green investments; (c) improving the structure of production, distribution and consumption and emphasizing human development. The development of a green economy in the long term will be ensured by three main processes: (a) efficient and economical use of natural capital; (b) use of modern and innovative technologies; and (c) production and export of products that meet modern world standards.
The strategic goal of developing a green economy in the Republic of Tajikistan is to ensure economic development through the effective and rational use of natural resources, improving the standard of living and social stability of the population, as well as ensuring environmental balance in the long term.
First level national target indicators shall be as follows: (a) improvement of legislation in the field of green economy; (b) reduction of greenhouse gas emissions in the country; (c) development of renewable energy sources in the country; (d) the volume of processing of mineral raw materials in the total volume of mineral production; (e) development of the country s natural capital; (f) the share of environmentally friendly (organic) products that meet international standards in agriculture; - ensuring energy efficiency and cost-effectiveness in accordance with current standards; (g) the share of energy-saving technologies in the country s industry; (h) area of agricultural land using the principles of green economy in agriculture; (i) share of electric transport in the total volume of transport in the country; (j) the number of facilities built in compliance with green principles in the construction industry; (k) coverage of the perfect level of the housing and communal services and waste management system; (l) share of investments based on the green economy principle in the total volume of investments; (m) share of ecotourism in the industry; and (n) number of green jobs per year.
Second level national target indicators shall be as follows: (a) share of exports of environmental goods in total exports; (b) share of issued patents in the field of environmental technologies in the total number of patents; (c) share of energy generated from renewable sources in total energy production; (d) share of production and provision of renewable energy in GDP; (e) the ratio of the income of 10 percent of the population with the highest income to 40 percent of the income of the low-income population; (f) average access to three services: fresh water, electricity and sewerage in relation to the entire population; (g) concentration of air pollution particles per cubic meter; (h) consumption of raw materials (tons per person) using biotic materials (climate, soil, relief) and abiotic (inanimate nature); (i) the share of protected areas in the total area of land and marine protected areas in territorial waters; (j) gender inequality index in the following areas: reproductive health, empowerment and labor market; (k) share of the population receiving an old-age pension, by payment and gender; (l) education coverage of persons over 25 years of age, distributed by education level; and (m) average life expectancy of the population.
