Abstract
The State Environmental Program of the Republic of Tajikistan for 2023-2028 defines the main directions of sustainable development of society for organizing targeted activities for quality provision of the environment, sustainable management and ensuring environmental safety. The Program provides for the adoption of measures to protect the environment, rational and renewable use of natural resources, improve the environment and ensure environmental safety in the long term. The Program ensures the sustainable development of the country in terms of economy and ecology, maintaining the balance of nature and society associated with environmental factors (lack of irrigated land, environmental pollution, water supply, distribution and maintenance of pastures and forests, clean air, rational use of natural resources, adaptation to climate change, improving public health, protecting biodiversity, especially rare and endangered species of plants and animals).
The implementation of the Program is aimed at increasing the socio-economic level of the country with the efficient use of natural resources (land, water, air, flora and fauna, minerals) and consists of: (a) issues of environmental capacity (space, territory, water area), as well as the area of location of those or other individual unique natural objects and other environmental processes in the planning and placement of means of production and productive forces; - limited access to sufficient information about industrial enterprises and environmentally friendly products; (b) insufficient development of technology and new technologies; (c) wear and tear of equipment in industrial, agricultural and municipal sectors; (d) lack of highly qualified environmental specialists at industrial enterprises; (e) increased negative consequences of climate change for agriculture; (f) reduction in agricultural yields as a result of the annual increase in the area of unused land, desertification and drought; (g) taking systematic measures to remove land from agricultural use and salinized land; and (h) increasing the acreage, orchards and vineyards, creating greenhouses and cold storage facilities, improving the supply of high-quality domestic environmentally friendly products to the consumer market; and (i) the impact of climate change on the rapid melting of glaciers.
The main areas of activity to achieve priorities are: (a) creating an institutional framework for sustainable development and improving the state of the environment; (b) increasing the level of knowledge and environmental education of the population; (c) rational use of natural resources and ensuring environmental safety; (d) improving the regulatory framework for the development of the industry; (e) equipping analytical laboratories with modern equipment; (f) introduction of modern technology, improved from an environmental point of view, at industrial enterprises; (g) creation of special collection points for plastic materials, waste paper and scrap metal, their recycling; (h) creation of collection points for renewable material resources and development of infrastructure for their processing and sale, as well as separate collection of solid household waste for the purpose of their further processing; (i) creation of commercial waste processing enterprises; (j) identification of mechanisms for effective management of electronic waste, their collection and recycling; (k) improving the quality of drinking water and reusing wastewater in industry and agriculture; and (l) reducing the import, production and use of chemicals and hazardous substances in agriculture.
The Program provides for solving the following problems: (a) rational use of natural resources; (b) organization of production of environmentally friendly products; (c) introduction and use of environmentally friendly technologies; (d) development of a “green” economy; and (e) effective methods and rules for rational environmental management, based on various forms of ownership.
To achieve the goals of the Program, implementation of the following tasks has been determined: (a) increasing the level of environmental education of various sectors of society, regardless of political and religious views, in order to improve the environmental condition in the country and the rational use of natural resources; (b) carrying out measures to prevent soil erosion processes and rational use of land; (c) expansion of the area of forests, orchards and vineyards, green areas and achieving their intended use; (d) organization and expansion of the territory of protected natural areas; (e) introduction of sowing high-yielding and disease-resistant varieties of agricultural crops; (f) ensuring clean air, water resources and efficient use of natural resources; (g) development of industry using environmentally friendly and economically affordable local raw materials; (h) promoting the use and development of low-waste technologies; (i) creation of an environmentally friendly environment to improve the health of the population; (j) development and implementation of the principle of “green” economy at industrial and manufacturing enterprises; (k) development and regulation of ecological tourism; (l) implementation of a new waste management system; and (m) improvement of legislation in the field of environmental protection.
