Abstract
Program for the development of the agri-food system and sustainable agriculture for the period until 2030 is designed to further pursue agrarian reforms, create a system resilient to climate change, create an enabling environment for agricultural promotion, increase productivity, create new jobs, and efficiently use water and land, sustainable development, improving the well-being of the population and ensuring food security. The Program represents coordinated and brought together legislative, organizational, technical, financial, scientific and research measures for agrarian reforms for the next 8 years. The Program takes into account the available budgetary opportunities and the potential for attracting financial resources allocated by development partners for programs and projects aimed at developing the agricultural sector, as well as the volume of domestic and foreign investments.
The Program is aimed at implementing the goals and objectives of the National Development Strategy for the period until 2030, which assigns agriculture a decisive role in ensuring food security. The strategy requires diversification of agricultural production, including the introduction of innovations, taking into account minimal impact on the environment and land quality, increasing the attractiveness of the sector for agricultural producers through the formation and strengthening of value chains, ensuring access to quality services and infrastructure, and the formation of a system for managing land and water resources based on their equitable and sustainable distribution for the production of highly profitable crops.
The main goal of this Program is to strengthen structural and institutional reforms in agriculture, which are aimed at creating sustainable productive agricultural production that can solve existing problems of food security and increase the competitiveness of exported products.
The main objectives of this Program are: (a) improvement of the management and control system, with an emphasis on the introduction of new methods of forecasting and planning, interdepartmental coordination and diversification of public spending allocated to the development of the sector; (b) increasing the investment attractiveness of agriculture using organizational and economic mechanisms that provide for the use of specialized private or mixed investment funds, as well as risk reduction instruments for financing agriculture; (c) improving intersectoral interaction both at the level of sectoral programs and the functional responsibilities of the involved authorized bodies and organizations in the interests of increasing agricultural productivity; (d) restructuring of the scientific, technical and educational base in agriculture; (e) building up the agrological infrastructure necessary for agricultural production; (f) creating conditions for the development of the institute of agricultural extension services, including promoting the development of a culture of using agronomic technologies; introduction of climate-smart agriculture methods to ensure rational use of natural resources (soil and water) and environmental protection; (g) adaptation and formation of an agricultural system resistant to climate change; (h) expanding understanding of the principles of integrated water resources management in the agricultural sector; (i) promoting the efficient use of water, water-saving practices and technologies in the production of agricultural products and reducing energy costs and water pollution; (j) rational use of soils to optimize production and ensure profitability of crops; expanding the opportunities of small dehkan farms to receive high incomes from production, broad involvement of rural youth and women in this work; and (k) encouraging the unification of agricultural producers into production groups, agro-industrial clusters and other forms of cooperation.
