Abstract
The Strategy for the development of social protection of the population of the Republic of Tajikistan for the period until 2040 was developed taking into account the National Development Strategy of the Republic of Tajikistan until 2030, the experience gained from the implementation of previous programs of social protection of the population, a general analysis of the current state of social protection of the population in the Republic of Tajikistan and in accordance with the new approach of the world community to the implementation of the Sustainable Development Goals until 2030 and determines the main goals and directions of state policy of the Republic of Tajikistan in the social protection system until 2040. The Strategy is a document reflecting the prospects for the social protection system of the population and the further development of the state, aimed at implementing the regulations and instructions of the President of the Republic of Tajikistan to strengthen the social protection system, including institutional reforms, ensuring the sustainable development of the country, ensuring social guarantees for citizens at different stages of life and strengthening social justice in society. The Strategy is aimed at developing and implementing targeted measures in the most important areas of strategic planning of the social protection system and ways of its development.
The population of the Republic of Tajikistan is very vulnerable to natural and man-made emergencies, financial and economic crises that can negatively affect the social situation of people. The capacity of government agencies and the private sector to cope with the impact of such situations and the ability of households to recover their situation is also limited. At the same time, the absence of a unified state mechanism for social protection of vulnerable segments of the population in emergency situations, as well as the limitations of targeted social protection programs in this field, increases the vulnerability of natural persons, especially women, children, elderly single people, people with disabilities, and disabled people. and poor families, as well as individual regions during economic crises and emergencies.
In case of emergencies of natural and man-made nature and in crisis situations, it is necessary to take the following measures: (a) provision of specialized social services, including medical, moral and psychiatric, affordable temporary housing and others, to families and individuals affected by emergencies of natural and man-made nature; (b) education and training of a group of specialists to assess and provide medical, social and psychological assistance to victims, especially children, of natural and man-made emergencies; (c) preparation of means of alerting the population to respond to emergencies of a natural and man-made nature; (d) improving intersectoral cooperation for the effectiveness of providing assistance to victims and creating a unified database in this direction; (e) formation and expansion of international cooperation on social protection of vulnerable populations in emergencies of natural and man-made nature and attraction of investments from development partners and other international organizations.
Social protection of women in ensuring women's equality should include the following measures: (a) strengthening methods and measures to identify vulnerabilities based on gender characteristics; (b) identification of institutional factors that contribute to the vulnerability of girls and women, and on this basis the inclusion of appropriate measures in social protection programs; (c) increasing the qualification level of social protection workers, taking into account the gender characteristics of users of social protection programs; (d) increasing knowledge and skills, as well as introducing methods and tools for developing, financial planning and monitoring social protection programs aimed at addressing gender issues; and (e) expanding cooperation within the framework of social partnership and involving international organizations in the implementation of government programs focused on gender issues related to the social protection of women and girls.
