Government Decree No. 579 validating the Pasture Development Program in the Republic of Tajikistan for 2023-2027.

Pasture Development Program in the Republic of Tajikistan for 2023-2027 designed for the development and improvement of the condition of pastures in the Republic of Tajikistan. The Program was developed on the basis of the National Development Strategy of the Republic of Tajikistan for the period until 2030 and improving the condition of pastures occupies a special place in ensuring the country’s food security and, on a global scale, two thirds of meat and milk are produced from natural pasture vegetation. With the population growth in the country, the demand for meat, milk and meat and dairy products increases every year. For this purpose, in order to increase the productivity of pastures and provide the population with animal products, it became necessary to develop this Program.
The main goals of the Program are to increase the reserves of natural pasture vegetation using modern technologies by sowing seeds of natural pasture vegetation, nutritional value and increasing yields by up to 15-20 percent. The objectives of the Program are to increase the number of livestock, produce high-quality meat, milk, leather and wool in all forms of farming, meet the needs of the population with environmentally friendly foodstuffs, industrial raw materials, create new jobs and improve the standard of living of the rural population.
Program Indicators: (a) creation of commissions to regulate the use of pastures in regions, cities and districts; (b) selection and preparation of land for sowing seeds of natural vegetation; (c) improvement of the condition of pastures using indigenous and surface methods, as well as their protection from erosion; (d) greater involvement of the rural population for the effective use of pastures; (e) creation of pasture user societies at the level of towns and villages; (f) repair of roads and construction of cattle crossing bridges; (g) construction and major repairs of structures for disinfection of livestock hooves; (h) conducting an inventory of pastures; (i) conducting geobotanical research of pastures; (j) protection of the area of cultivated pastures; (k) development and approval of a new route project for cattle routes, cattle pens and distribution of seasonal pastures; (l) import and production of seeds of natural pasture vegetation; (m) intensification of research work to improve the condition of pastures and create demonstration plots and produce seeds of pasture natural grasses; (n) taking specific measures to provide dekhkan farms and the private sector with seeds of natural vegetation; (o) holding meetings, improving the culture of pasture users and activating commissions to regulate the use of pastures in cities and regions; (p) purchase of vehicles and special equipment for the State Institution "Pasture Reclamation Trust"; (q) study of legislation in the field of pastures, organization of business trips of working groups of specialists outside the country; (r) attracting domestic and foreign investment for the development of the industry and conducting research work; (s) purchase and delivery of mineral and organic fertilizers; and (t) supporting the legal framework of the State Institution "Pasture Reclamation Trust", increasing the legal knowledge of employees and conducting seminars for specialists using GPS technologies.
Expected results of the Program: (a) the use of pastures is regulated; (b) the condition of pastures and their productivity improves; (c) pasture infrastructure is being restored and will be used for its intended purpose; (d) livestock farmers will have access to natural grass seeds; (e) the state institution "Pasture Reclamation Trust" is provided with special vehicles and equipment; (f) maps of cattle routes and places of animal pens are improved; (g) commissions are created to regulate the use of pastures; (h) regulatory legal acts of the pasture sector are improved; and (i) the level of knowledge, intellectual abilities and qualifications of specialists in the pasture sector is increasing.
