Abstract
The Program defines goals, objectives and directions of action, as well as mechanisms for its implementation for the medium term until 2028. The Program's action plan for the period 2023-2025 and 2026-2028 is aimed at improving the regulatory framework, institutional mechanisms, developing new methodological approaches to disaster risk management, creating a monitoring and evaluation model that can lay a solid foundation for achieving the goals and objectives of the National strategies. Priority attention in the medium term is focused on strengthening measures to reduce risks, vulnerability and increase the capacity of the population and infrastructure, strengthening national mechanisms in the context of integrating issues of adaptation to climate change, especially at the local level, auditing practical methods of disaster risk management, developing and implementing scientifically based methodologies and tools for recording disaggregated data on disaster losses by gender, age, disability, sharing them and other statistical information, improving modeling, assessment, mapping and monitoring of disaster risk and early warning systems covering different types of hazards, actions , aimed at preventing and preparing to respond to emergency situations resulting not only from natural disasters, but also from epidemics, pandemics, unfavorable economic factors.
The goal of the Program is to strengthen and develop national capacity to reduce existing and prevent new risks of natural disasters. To achieve this goal, the objectives of the Program are: (a) improvement of regulatory legal mechanisms in order to strengthen measures to reduce risks, vulnerability and increase the potential of the population and infrastructure; (b) building institutional capacity for risk assessment, preparedness and response to natural disasters at the national and local levels; (c) creating mechanisms for collecting, analyzing and disseminating information on losses and risks as a result of natural disasters, taking into account disaggregated data by gender, age and disability; (d) reducing vulnerability and increasing the population s capacity to prepare and respond to disasters, taking into account the needs of vulnerable groups; (e) integration of disaster risk management measures into the management system of economic sectors and the development process; (f) development and implementation of a model for monitoring and evaluating the implementation of the National Strategy in accordance with the monitoring indicators of the Sendai Framework and the Sustainable Development Goals. The main priorities of the Program are: (a) improving awareness of the risk of natural disasters based on expanding knowledge about risk factors; (b) improving the organizational and legal framework of the disaster risk management system; (c) investing in disaster risk reduction measures, including for different population groups, in order to strengthen resilience; and (d) enhancing disaster preparedness to ensure effective response and integrating countermeasures into recovery, rehabilitation and reconstruction activities.
