Abstract
State Comprehensive Program for the development of environmental education and instruction of the population of the Republic of Tajikistan for 2021- 2025 reflects the main stages of the formation of education and instruction of the population at all levels, including preschool, general education (primary, general basic, general secondary), primary, secondary and higher vocational education. It is at these levels that the foundations of environmental literacy are formed among the population, environmental consciousness, developing a value attitude towards nature and ecological culture. Environmental education and instruction activate information activities in the field of environmental protection, raises the level of public consciousness and allows the public to actively participate in the process of environmental protection.
The goals of the Program are environmental education and instruction, careful and respectful attitude towards the environment, formation of sustainable aspirations, adherence to moral standards in the process of relationships with nature and the use of natural resources, promotion of environmental goals.
The objectives of the Program are: (a) creation of favorable conditions through joint educational and environmental activities; (b) improvement of basic (initial) environmental education and promotion of its development; (c) introduction of education for sustainable development that promotes the goals and principles of sustainable development in formal and informal learning; (d) development of methodological and scientific-methodological foundations for the formation of a new worldview and a new way of life for humans and society in accordance with the provisions of the legislation on the protection of the environment; (e) organizing training for citizens in quality of life management, real understanding of existing environmental limitations of sustainable development and the need to adapt to these constraints; (f) capacity development, leadership and promotion of green knowledge, skills and competencies of teachers, young leaders, civil servants and civil society; (g) capacity building on key sustainable development topics (climate change, energy efficiency, water resources, gender, health) for various target groups, including teachers, young leaders, government officials and business representatives; (h) establishing and consolidating a permanent process of environmental education; (i) development of preschool, school and out-of-school environmental education; (j) deepening professional training and retraining of specialists, advanced training of managers and experts, responsible for making decisions in the field of environmental management, environmental protection and environmental safety of the population; (k) development of the effectiveness of dissemination of environmental knowledge; and (l) involving the media in consolidating residents of cities and adjoining areas around the problem of preserving and improving the natural environment.
The principles of the Program are: (a) guarantee of acquisition by each citizen of common environmental knowledge; (b) mandatory environmental knowledge in the system of environmental education and instruction; (c) inclusion of environmental education and awareness issues in targeted, state, industry and local programs; (d) participation of citizens at all stages of decision-making on implementation of any projects affecting the use of natural resources, and also potentially affecting the environment and public health; (e) priority of environmental education as a humanitarian and social-natural component of general and professional education; (f) universality of environmental education; and (g) coverage of environmental education and awareness of all social and age groups of the population.
