Abstract
Development Program for the seed growing sector in the Republic of Tajikistan for 2021-2025 is a medium-term action program based on the priorities of the National Strategy development of the Republic of Tajikistan until 2030, which will be implemented in order to increase agricultural crops productivity and increasing the volume of production by growing new varieties, as well as seed and planting materials.
Providing the country's farms with certified seed material, plant varieties adapted to biotic and abiotic factors with stable heritability, is one of priorities in the development of agriculture and improving living standards of the population. Seed production is one of the most important areas of agriculture and plays a key role in agricultural production. Increasing the area under primary seed production of agricultural crops, use of certified seeds on the farms of the country helps to increase productivity and agricultural production.
The main goal of the Program is to implement the policy of the Government of the Republic of Tajikistan for the development of plant breeding and seed production in accordance with international standards, issues of improving the activities of government bodies in the field of seed growing, development of plant breeding, quality control, registration and protection of plant varieties, quality control and seed certification, phytosanitary and quarantine control plants, production, processing and marketing of seeds, preparation of personnel and retraining of sectoral specialists, ensuring safety of seeds and the creation of state seed funds. The main goal of breeding new plant varieties is providing farmers with high-yielding varieties with good consumer qualities, adapted to local conditions.
In the process of implementation of this Program, a number of significant work have been performed, including: (a) the activities of government bodies in the region have been improved seed production; (b) the material and technical base of scientific research institutions, specialized in seed farms, control, registration and protection of plant varieties, quality control and seed certification, phytosanitary and quarantine control of plants, development of plant breeding has been improved; (c) production, processing and marketing of seeds; (d) personnel have been trained and sectoral specialists have been retrained; (e) seed safety is ensured; (f) state seed funds have been created; and (f) constituted five control points of seed quality analysis laboratories.

To achieve the goals of the Program and implement the strategy and development policy of the Government of the Republic of Tajikistan related to seed production envisages the following tasks: (a) carrying out certification of seed farms taking into account exclusion of several farms from the seed network and replacing thereof with other farms with high production rates and intention to engage in seed production; (b) development and submission to the Government for consideration new network of seed farms; (c) organization of primary seed production with seed production of super elite, elite and first reproduction categories in experimental farms of Tajik Academy of Agricultural Sciences and Tajik Agrarian University named after Shirinsho Shotemur; (d) strengthening the material and technical base and scientific potential of scientific research institutions in the field of breeding and primary seed production of priority crops - cotton, wheat, potatoes, vegetables, fodder crops and others; (e) in line with the public sector, the development of the private crop production and application of a royalty intellectual property breeders’ rights; (f) for the purpose of producing certified seeds and preventing mixing seeds, in each region based on cotton-ginning factories shall be created special lines for processing of cotton seeds, under the constant control of the Ministry of Agriculture; (g) creation of elite seed farms based on existing ones and seed farms and nurseries, strengthening their material and technical base; (h) organization of production of seeds of super-elite and elite categories related to priority crops in experimental farms of the Tajik Academy of agricultural sciences and Tajik Agrarian University named after Shirinshoha Shotemur and government agency stations "State Commission for Variety Testing and Protection of Varieties" with the aim of increasing the number of seeds of super-super-elite, super-elite and elite categories based on the conclusion of agreements between breeders and seed growers; and (i) increasing the motivation of elite seed farms for increasing the production of certified seeds due to the provision of subsidies from the state budget.
