Abstract
This document establishes the official procedure for the registration, issuance, and administration of sanitary epidemiological conclusions. A sanitary epidemiological conclusion is defined as an official document confirming whether activities, facilities, products, services, or projects comply with sanitary and hygienic standards. The Procedure applies to individual entrepreneurs, physical persons, and legal entities engaged in economic or other activities and is implemented by the state sanitary epidemiological service under the Ministry of Health. The scope of mandatory conclusions is broad and covers production and residential premises, food products, water supply, waste management, labor conditions, transportation, construction projects, environmental quality, imported goods, and other potentially hazardous activities or materials.
The Procedure details the application process and documentation requirements for obtaining a sanitary epidemiological conclusion. Applicants must submit a formal request, proof of payment, and supporting technical and organizational documentation; additional documents may be required by authorities depending on the activity. Conclusions are issued following expert examinations, inspections, laboratory tests, and risk assessments, and may classify objects or activities as suitable, unsuitable, or conditionally suitable. Conclusions are issued for specific activities and time periods (short term or long term), registered in official registers, and produced on standardized secure forms. Fees are charged on a cost recovery basis, with most proceeds allocated to the state budget.
The Procedure also regulates validity, extension, withdrawal, and refusal of sanitary epidemiological conclusions. Grounds for refusal or withdrawal include submission of false or incomplete information, violation of sanitary norms, expiration of validity, organizational changes, or risks to public health. Decisions on refusals must be motivated in writing and can be appealed under national legislation. Holders of sanitary epidemiological conclusions are obliged to allow inspections, provide information, remedy violations promptly, and request re issuance if their legal details change. The document is mandatory for all relevant persons and entities operating in the country and establishes legal responsibility for non compliance.
