Abstract
The Forestry Sector Development Program for 2022-2026 promotes the sustainable development of the forestry sector of the Republic of Tajikistan to ensure environmental balance, economic and social functions of the forest, and defines goals, priorities and measures for the modernization and development of forestry. Forests as an integral part of nature need cultivation, care, restoration and protection. Forests in the Republic of Tajikistan are used for protection, sanitary and hygienic functions and improvement of nature.
The main goals of the Program are: (a) conservation of forest biodiversity, restoration and conservation of forests, increasing their area and productivity; (b) improving the quality and quantity of ecosystem services provided under climate change conditions; (c) promoting economic development by attracting entrepreneurs to the forestry sector and increasing the efficiency of forestry management; (d) improving the well-being of the local population by involving them in forest management and provision of forest products based on sustainable use of forests; (e) strengthening the participation of civil society, in particular women, in issues of forestry development sectors at national and local levels; and (f) strengthening the role of forests in fulfilling international obligations and global programs related to sustainable forest development, climate change mitigation and adaptation.
The Program defines the following priority tasks for the development of the forestry sector: (a) carrying out institutional, legal and financial reforms: improving the management system and strengthening the structures of the forest sector; improving the legal framework and strengthening law enforcement; creation of a system of sustainable financing of the forestry sector; (b) maintaining and increasing the area, productivity and size of forest ecosystem services: promotion of commercial forestry; involvement of the local population in forestry using the method of joint forest management; conservation, creation and restoration of anti-erosion, recreational and specially protected forests; and (c) fundamentals of forestry development: development of the seed and nursery sectors; carrying out accounting, monitoring and forest exploration work; development of human resources and commercial forestry; increasing the level of provision of the material and technical base of the forestry sector; conducting scientific and innovative work in forestry.
