Abstract
Land in the Republic of Tajikistan is the exclusive property of the state, and the state guarantees its effective use in the interests of the people. The Republic of Tajikistan is considered one of the land-poor countries in the world. The scope of this Concept is implementation of a set of measures aimed at more rational use of land resources, prevalently agricultural land, improvement of soil quality and soil fertility, with a view of meeting the population's demand for agricultural commodities now and in the future, creating jobs in rural areas.
The Government proposes the following measures for complete, rational and effective use of arable land and improvement of its condition: (a) cleaning, repair of canals, collector and drainage networks to the design point; (b) levelling of irrigated lands; (c) washing of saline areas; (d) clearing the land of stones; (e) improving the level of work on the capacity of hydraulic structures; (f) use of phosphorus and organic fertilizers during autumn-winter plowing; (g) compliance with agrotechnical requirements on sown lands; (h) delivery of equipment; (i) development of a water use plan; (j) organization of crop rotation and its observance; (k) planting fruit, shady and other types of trees, depending on the length of the land plot to protect arable land from wind erosion; (l) compliance with preventive, agrotechnical, hydraulic engineering and forest reclamation measures to protect land from water erosion; (m) placement of rice fields, only along rivers, in the lower parts of irrigated lands and away from villages; (n) carrying out deep plowing to restore the water-air regime of the land; and (o) allocation in the national budget annually the necessary funds to improve the reclamation condition of land and land tenure.
For complete, rational and effective use of land of perennial plantations, the following measures are proposed: (a) conduct a qualitative and quantitative inventory of existing orchards and vineyards; (b) identification of new land for planting orchards and vineyards; (c) organization of intensive gardens; (d) loosening land areas and applying fertilizers; (e) compliance with agrotechnical and irrigation requirements; (f) targeted use of pesticides; and (g) organization of fruit nurseries in all cities and regions of the country.
For complete and effective use of hayfields and pastures, the following measures are proposed: (a) conducting an inventory of mowing lands by quantity, condition and yield; (b) implementation of measures for surface improvement of hayfields; (c) drawing up a plan - a scheme for the use of pastures in regions, cities and districts; (d) determination of pasture areas by the number of heads of livestock and the productivity of these areas, and their effective use; (e) carrying out measures to improve the condition of pastures; (f) in accordance with the cadastral zone, increase the tax on pasture lands by 1.5-2.5 times; and (g) prohibition of the inappropriate use of livestock routes.
The following models of peasant (dekhkan) farms are proposed: (a) organization of peasant (dekhkan) farms on irrigated arable lands; (b) organization of peasant (dekhkan) farms on rain-fed lands; (c) organization of horticultural and viticultural farms; and (d) organization of livestock peasant (dekhkan) farms.
