Abstract
Tourism Development Strategy of the Republic until 2030 positions tourism as a priority sector for socio economic development, employment creation, and international image-building. The Strategy highlights the country’s rich natural, historical, and cultural resources—mountain landscapes, biodiversity, medicinal waters, and cultural heritage—while acknowledging persistent challenges such as underdeveloped infrastructure, limited service quality, and insufficient use of tourism potential. The overarching goal is to significantly increase tourism’s contribution to GDP and regional development through continued reforms and a conducive policy environment.
The Strategy outlines the country’s vision for 2030 as a stable, competitive, and internationally recognized tourism destination. Priority tourism types include ecological, health and wellness, cultural-historical, adventure, mountaineering, hunting, and pilgrimage tourism. To achieve this, the government emphasizes tax and customs incentives, infrastructure development (transport, accommodation, roadside services), simplified visa regimes (including e visa and visa free entry), private-sector engagement, and alignment with international standards. Marketing, branding of national tourist destinations, digital services, and improved accessibility—especially air connectivity—are identified as key factors for attracting foreign visitors and investment.
A substantial part of the strategy focuses on regional tourism development across Dushanbe, Gorno-Badakhshan, Khatlon, Sughd, and districts of national subordination, detailing local assets and development priorities. It also defines phased implementation (2019–2022, 2023–2026, 2027–2030), monitoring mechanisms, and measurable indicators, including targets for tourist arrivals, employment, exports, and budget revenues, effective monitoring, interagency coordination, and international cooperation are emphasized to ensure accountability. Overall, the Strategy frames tourism as a catalyst for sustainable growth, regional equality, job creation, and stronger global integration of the country’s economy.
