Government Resolution No. 441 amending Government Resolution No. 258 validating the Regulation on the formation and use of the state seed fund.

This Regulation defines the activities of formation, storage and the use of seeds from the state seed fund, as well as their reproduction. The state seed fund consists of seed stocks and is intended for regions in which seed production is not carried out or the possibilities for their production are limited, as well as to provide assistance to natural persons and legal entities (agricultural enterprises) engaged in the production of agricultural commodities or operating in forestry, in cases of natural disasters or other emergency situations. Only certified elite and reproductive seeds, the variety and quality of which are confirmed by quality certificates issued by the authorized body, shall be purchased for the state seed fund and stored therein. Purchase of certified seeds of foreign production shall be carried out by the Ministry of Agriculture with the consent of the Government. The State Seed Fund is the national property. The Ministry of Agriculture is the main manager of budget funds allocated for the formation and use of the state seed fund and, within the framework of its powers, uses the state seed fund in accordance with the procedure provided for by the national legislation. The aforesaid finances shall be used to finance expenses associated with the purchase of seeds, their stocks, determination of the quality and cost of seeds, costs of their delivery, storage, insurance and distribution, as well as to pay off taxes, other obligatory payments and the cost of services of the state unitary enterprise "Plant Variety Seeds of agricultural crops of Tajikistan" subordinate to the Ministry of Agriculture of the Republic of Tajikistan (supplier).
