The Procedure for assigning targeted social benefits, determining their amount and poor citizens (families) determines the method for considering applications from citizens (families), determining their poverty, as well as the conditions for assigning, financing and the amount of payment of targeted social benefits. Targeted social assistance is destined to families and citizens who permanently reside in the national territory and are recognized as poor based on an assessment of their financial situation and level of well-being. Targeted social assistance is intended to compensate for the costs of using electricity and natural gas for poor families and citizens, as well as to help ensure access to healthy food, education, and vocational training for children from such families. To determine the poverty of citizens (families) and the right to receive targeted social benefits, the following data on the well-being indicators of a citizen (family) are taken into account: (a) family composition, social status and level of education of the head of the family, the number of disabled people, minors, elderly people over 80 years of age and other members unable to work in the family, monetary and financial income of citizens (families), property of citizens (families), condition of housing, area of household land and other land owned by the family, number and species of livestock owned by citizens (families); and (b) other indicators required, in accordance with the procedure established by the authorized state body, to determine the level of well-being of poor citizens (families). The head of the family is responsible for filling out the necessary documents required for submittal to the competent public authority. The application reflects the consent of the applicant and all members of his/her family to receive additional information about the family, its property and income, as well as to verify the information provided in order to make a fair decision on the assignment (or refusal) of targeted social benefits.
