Government Resolution No. 503 validating the State program for the development of the logistics system in the Republic of Tajikistan for 2023 - 2028.

The objectives of the Program are: (a) determination of priority areas for the development of the logistics system at the national level; (b) construction and development of logistics infrastructure; (c) creation of a legal framework for the development of the logistics system; (c) information support for the development of the logistics system; (d) creating favorable conditions for attracting investments for the development of the logistics system; (e) introduction of effective use of existing logistics capacities; (f) creation of a unified information network of the logistics system; (g) ensuring the development of public transport services and improving their quality; (h) increasing the competitiveness of logistics systems and their adaptation to international standards; and (i) improving the population’s access to transport services by reducing transport costs and the share of transport in the cost of goods and products; - strengthening mutually beneficial cooperation with regional and international logistics organizations.
The objectives of the Program are: (a) an in-depth analysis of development plans for various sectors of the country's economy, identifying existing problems related to logistics and, in connection with this, identifying priority areas for the development of the logistics system; (b) development of substantiated projects for the construction of logistics infrastructures; (c) development and adoption of industrial normative legal documents; (d) organization and implementation of the correct, timely and effective use of information, communication and digital technologies; (e) preparation and presentation of justified and specific projects for the development of the logistics system directed to domestic and foreign investors; (f) conducting scientific and practical research into the use of existing logistics capacities, ensuring their effective use and determining the prospects for their development; (g) determination of benefits for the development of the logistics system (simplification of customs procedures, provision of preferential loans with relatively long terms, the purpose of which is related to the development of the logistics system); (h) introduction of advanced methods and methods of foreign countries for training personnel in the field of logistics; (i) creation of an information source for logistics centers within a unified information network; (j) creation of centralized coordinated logistics system management structures; (k) introduction of new principles and methods of public transport logistics management; and (l) organization of scientific and practical events, conferences, exhibitions and investment forums in order to attract partners for the development of the logistics system.
The Program provides for the reconstruction and construction of the following types of logistics system facilities: (a) reconstruction of border terminals; (b) creation of multimodal logistics centers, transport and logistics centers; and (c) creation of agro-logistical and trade and logistics centers.
