Abstract
This Resolution approves the Rules and standards on the provision of milk, therapeutic and preventive food, personal protective equipment (PPE), collective protection means, and sanitary facilities to workers at the employer’s expense. It applies to enterprises with harmful or particularly hazardous working conditions. The Resolution assigns responsibility for implementation and oversight to the Ministry of Labour, Migration and Employment and relevant state and local authorities.
The core of the document regulates the conditions and procedures for providing milk and therapeutic/preventive nutrition to workers exposed to hazardous substances or working in dangerous conditions. Milk (generally 0.5 liters per work shift) and specialized meals are provided as a preventive health measure, based on workplace risk assessments, and only on days when workers are actually exposed to harmful factors. The Rules set out detailed lists of chemical substances, metals, radioactive materials, and production processes that qualify workers for such benefits, prohibit monetary compensation in lieu of food, and regulate substitutions (e.g. dairy products, pectin-rich foods) strictly under defined conditions and with worker consent.
The document also establishes comprehensive requirements for providing PPE, collective protection systems, and sanitary and welfare facilities. It further defines rules for storage, cleaning, repair, and seasonal handling of PPE, as well as minimum standards (such as soap supply), leaving detailed implementation to collective agreements or employer acts in line with national standards.
