Governmental Decree No. 123 validating National environmental program 2009-2019.

National environmental program 2009-2019 is the basic state multisectoral policy document that defines the main directions of stable development of society, maintaining a balance between natural resources and the users thereof, organization and coordination of relations between users of natural resources and nature itself, the healthy development of society, the rational use of natural resources, and ways of restoring the destroyed ecological area. Implementation of the planned measures envisaged by Program provides an opportunity to address the sustainable use of natural resources and environmental protection, as there are still unresolved environmental issues related to the society. The implementation of the Program has as its scope the transition of the state to a period of stable development, increasing the socio-economic level while involving new and large-scale natural resources (land, water, air, plants, forests, subsoil). It envisages ecosystems’ conservation and protection against ecological disasters.
The Program implements the following arrangements: (a) public-private partnership for the improvement of ecological situation; (b) ecological education; (c) prevention of soil erosion; (d) expansion of forested areas, orchards and green belts and promoting their sustainable use; (e) organization and expansion of protected areas; (f) introduction of new varieties of highly productive, disease-resistant agricultural crops; (g) ensuring clean air, water and rational use of natural resources; (h) gradual conversion of industry to local, environmentally friendly and economically less energy-intensive raw materials; (i) promoting the use and development of low-waste technologies; and (j) strengthening control over emission reduction at the limit level and below it.
The Program also performs the following activities: (a) participation in environmental research, seminars, lectures, debates, advocacy, filming and photographing; (b) organization of environmental protection facilities; (c) membership in international, national and departmental environmental organizations; and (d) insurance of citizens and their property against environmental damage.The Program is aimed at the solution of the following problems: (a) -extensive, effective and efficient use of natural resources; (b) organizing environmentally friendly production; (c) introduction and use of environmentally safe technologies; and (d) use of beneficial methods and rules of nature use based on different forms property (public, private, rental, joint and others).
Improvement of ecological situation shall include the following arrangements: (a) development and improvement of methods to identify environmental hazards and assessment of risk levels; (b) identification of areas of high probability of natural disasters and emergency climatic situations; (c) soil rehabilitation; (d) regulation and combating soil salinization; (e) regulation of pastoralism with a view of preventing degradation thereof; (f) planting of protection forest belts; (g) transformation of land areas into agricultural land; and (h) ecological and economic substantiation of land management.
