Abstract
The state integrated program for the development of ecological education of the population of the Republic of Tajikistan for the period up to 2020 is a system of priority goals, objectives and principles that form the basis of the state policy of the Republic of Tajikistan in the field of ecological education and awareness, which determines the main directions of its implementation and the formation of the ecological culture of the society. The program is aimed at developing a system of continuous ecological education and upbringing of the population. It provides for the creation of conditions for the education of a person who is aware of the importance of environmental problems and has the knowledge, skills and abilities required for the environmentally competent solution of the tasks of the socio-economic development of the country. The Program determines the long-term goals, objectives, priorities for its implementation. It serves as the basis for constructive interaction of state authorities, local governments of towns and villages, educational, cultural, environmental protection, scientific institutions of all types and levels, commercial organizations and public associations in the field of environmental education. This document is social in nature and is designed to help regulate the legal, economic and organizational framework in the field of ecological education and awareness. The objectives of this Program are: (a) the development of methodological and scientific-methodological foundations for the formation of a new vision and a new way of life of a person and society, consistent with the modern laws of the development of nature and society; (b) creation and development of a system of continuous ecological education and upbringing based on fundamental, national and universal human values, the harmonious development of nature, man and society; (c) identification and development of priority areas for the development of continuous ecological education and awareness in the changing socio-economic conditions of society. The main principles of the Program are: (a) the humanistic principle of ecological education is based on the human right to a favorable living environment, expresses the idea of forming a person with a new type of thinking, capable of environmentally sound activities, with an attitude to save life on Earth, save humanity from environmental disasters; (b) the guarantee of the acquisition by every citizen of general ecological knowledge; (c) compulsory environmental knowledge in the system of ecological education; (d) the inclusion of issues of ecological education in targeted, state, sectoral and local programs; (e) participation of citizens at all stages of decision-making on the implementation of any projects affecting the use of natural resources, as well as potentially affecting the environment and public health; (f) the priority of ecological education as a humanitarian and socially natural component of general and vocational education; (g) the universality of ecological education and upbringing; (h) ensuring the upbringing and education of all social and age groups of the population; and (i) continuity of ecological education.
