Abstract
This Technical Regulation “Food Safety” were developed on the basis of the Law of the Republic of Tajikistan “On Technical Regulation” with the aim of establishing mandatory safety requirements for foodstuffs that are in circulation on the national territory, protecting human life and health , preventing actions misleading consumers and ensuring environmental protection. When applying this technical regulation, the requirements of technical regulations of the Republic of Tajikistan should be taken into account, which establish mandatory requirements for homogeneous types of foodstuffs and manufacturing, storage, transportation, trade and disposal processes related thereto, complementing and (or) clarifying the requirements of this Technical Regulation. This Technical Regulation establishes: (a) objects of technical regulation; (b) safety requirements (including sanitary-epidemiological, hygienic and veterinary requirements) applicable to the objects of technical regulation; (c) rules for identification of objects of technical regulation; and (d) forms and procedures for assessing (confirming) the compliance of objects of technical regulation with the requirements of this Technical Regulation. In the process of application of this Technical Regulation must be taken into account labelling and packaging of foodstuffs. The provisions shall be applicable also to infant food, food additives and food flavoring, potable water and children’s herbal beverages (herbal teas). Foodstuffs can be released on market on condition of compliance thereof with the provisions of this Technical Regulation. Foodstuffs complying with mandatory requirements shall be labelled with compliance mark. Foodstuffs must be subject to identification and traceability. Foodstuffs circulating on the national territory before shell life expiry date must be safe for human consumption. Expiry date and storage conditions of foodstuffs shall be established by the manufacturer. Use of GMO for manufacturing of infant food and foodstuffs for pregnant and breastfeeding women shall be prohibited. Food waste generated in the process of manufacturing of foodstuffs must be regularly removed form manufacturing facilities. Foodstuffs and alimentary raw materials destined for food processing shall be subject to mandatory certification. Special food, including infant food and infant potable water, foodstuffs for dietary uses, mineral water, foodstuffs for athletes, pregnant and breastfeeding women, and food additives must pass mandatory state registration.
