Abstract
State Program of protection of the historical and cultural heritage for the period of 2021-2025 is a nationwide policy document adopted by the Government of the Republic of Tajikistan. The National program expires in 2025. It envisages implementation of the necessary measures to strengthen the historical and cultural heritage and improve the legislative framework for the activities of historical and cultural organizations in cooperation with the relevant ministries and departments, executive bodies of state power. The responsible body for the implementation of the State Program of protection of historical and cultural heritage for 2021-2025 is the Ministry of Culture of the Republic of Tajikistan.
In accordance with internal regulatory legal acts and international requirements, it is necessary to prepare the infrastructure for monuments of immovable historical and cultural heritage of national and international significance, included in the Catalog of historical and cultural monuments of the Republic of Tajikistan: (a) determination of protected areas of historical and cultural heritage and the procedure for their use in accordance with the acting legislation; (b) drawing up a map of monuments of historical and cultural heritage of national and international importance in the Republic of Tajikistan; (c) wide use of historical and cultural monuments in the moral education of citizens, especially young people and young men, and the attraction of international tourism; (d) inclusion of the unique historical and cultural monuments of the country in the UNESCO list and development of the necessary documents and acts with the involvement of domestic and foreign investments; and (e) development and publication of routes for historical and cultural monuments, guides and banners. the use of mass media in this direction is a worthy presentation of monuments of historical and cultural heritage to citizens of the country and foreign guests.
This State program prepares the process of regulating the issues of protection and use of historical and cultural heritage in the country in accordance with the procedure and system that meets international requirements and creates favorable conditions for the use of priceless heritage in the patriotic education and self-knowledge of the Tajik people and presenting its historical achievements to the world community.
To achieve the goals of the State program implementation, it is necessary to take the following measures: (a) re-registration and certification of objects in cooperation with local executive bodies of state power; (b) establishment of educational and research, restoration and restoration work on the basis of modern advanced achievements; (c) the revival of national architectural schools and the widespread use of the knowledge of ancestors in the restoration and restoration activities on monuments; (d) identification of protected sites and installation of signs on historical and cultural monuments included in the National Catalog of Intangible Cultural Heritage; and (e) improving the structure of protection and use of historical monuments; and (f) ensuring wide access of various segments of the population to traditional and modern cultural values.
