Abstract
This Governmental Decree establishes that all national waterbodies: rivers, lakes, ponds, reservoirs, their additional waters that are used or can be used for fisheries, fishing and catch of other aquatic animals and harvesting of aquatic plants, or are important for the reproduction of commercial fish stocks shall be considered fishery waterbodies. Authorized state institution State Fishing Inspection shall be responsible for protection of fish stocks, stock enhancement and regulation of fisheries, and also for enforcement of the legislation on fisheries. Fisheries rules and regulations related to fishery waterbodies shall be adopted by the Ministry of Environmental Protection. Fishing areas shall be allotted on a priority basis to state fishery enterprises, fisheries cooperatives and other organizations supplying fish to state trading organizations, and on a second-priority basis to other fish procurement organizations. For each fishing area shall be issued certificate of standard type attached to the contract for management of fishing area.
