Abstract
Program for the Development of the Food Industry of the Republic of Tajikistan for 2020 – 2025 is a nationwide policy document, approved by the Government and covering the period of 2020-2025. The Program for the development of the food industry of the Republic of Tajikistan for 2020-2025 was developed on the basis of instructions emanating from the message of the President of the Republic of Tajikistan, the Leader of the Nation, Emomali Rahmon dated December 26, 2018.
The main objectives of the Program are: (a) formation of legal and economic conditions for meeting the needs of consumers, providing the country's consumer market with foodstuffs produced at domestic enterprises; (b) reduction of trends in seasonal production through the use of new technologies, logistics facilities, the introduction of various types of raw materials into production and the development of production infrastructure; (c) increasing the volume of agricultural production, such as oilseeds, fruits and vegetables, meat and milk, as well as fully meeting the needs of processing enterprises with domestic raw materials by growing industrial varieties of vegetables and fruits, and expanding agricultural sown areas; (d) increase in the volume of industrial processing and efficient use of raw materials; and (e) increasing the share of industrial processing of raw materials and state regulation of the formation of raw materials - agricultural products for processing enterprises.
Implementation of the Program will enable: (a) creation of a favorable investment climate; (b) assistance in the creation of joint ventures with the involvement of foreign investments; (c) assistance to food industry enterprises in obtaining credit resources; (c) guidance on updating and equipping existing enterprises with modern equipment and technologies; (d) strengthening of innovative activity at food industry enterprises; (e) formation and implementation of a set of measures to ensure competitiveness and food products quality; (f) implementation of measures to comply with environmental requirements and technology; (g) expanding the range and production of new types of products, including dietary and infant food; and (h) increase in food production, creation of new jobs.
The Program includes mechanisms and ways to ensure the development of the food industry, methods of supporting enterprises, increasing the production potential of industry entities, developing new markets for the trade of agricultural commodities, simplifying transportation procedures and other aspects of the food industry, and at the same time, is a guiding document in the process of the country's transition from agrarian -industrial to industrial-agrarian form of economy for the period up to 2025. In order to implement the Program, funding is provided from all existing sources, including domestic and foreign investments. Food industry is the largest part of the country’s industrial output. Implementation of the Program provides for organizational, technical, technological, economic and financial measures.
Financing is mainly aimed at increasing production capacity, expanding the range of products, introducing new technologies, automating the production process and replacing worn-out machinery and equipment. At present, per capita production of the main types of food industry products in the country is significantly below the generally accepted consumption norms.

The current situation in the consumer market of the country requires the adoption of additional measures to increase the volume of food industry production, improve its quality, ensure the competitiveness of the industry and develop the food industry in close connection with agriculture. In this regard, it is necessary to take measures in the following areas: (a) improvement of the structure, reconstruction and technical re-equipment of existing enterprises; (b) stimulation of personal initiatives of entrepreneurs engaged in production, to create new enterprises for the production of import-substituting products; (c) increasing the volume of industrial processing and efficient use of raw materials, increasing the share of industrial processing of raw materials in the value chain; (d) restoration of production capacities of temporarily non-functioning enterprises by replenishing fixed and working capital; (e) investing in renewal and technological re-equipment in order to expand the name and range of products, improve product quality, improve the form and quality of packaging, advertising and marketing activities; and (f) reducing the dependence of the country's consumer market on imported foodstuffs.
