Governmental Decree No. 392 validating National Development Strategy for the period until 2030.

This National Development Strategy lays down cross-sectoral approach covering either urban or rural areas, or the population, at national level. The period of implementation shall be from 2016 to 2030. The Strategy addresses social protection of the population, ensuring access to safe foodstuffs, improvement of hygiene and sanitary practices, reduction of gender inequality in all forms and enhancing employment in production sector of the national economy with a view of poverty reduction. Access to high quality safe foodstuffs entails provision of adequate nutrition to the population and improvement of access to potable water. Reduction of gender inequality envisages inclusive development and ensuring well-being of children, improvement of gender potential and gender sensitivity of staff in public administration bodies at all levels, prevention of all forms of violence against women and girls, formation and introduction of gender sensitive information system. One of the main objectives is the promotion of ecofriendly agro-industrial complex, stimulation of “green employment”, ecofriendly entrepreneurship and ecological services market with a view of reaching ecological sustainability. Poverty reduction objective shall be addressed through sustainable maintenance and operation or irrigation and drainage systems as sustainable functioning of irrigated agriculture as a basis for ensuring food security, rural employment and poverty reduction at the local level. The goal shall be twofold reduction of poverty and eradication of extreme poverty. Long-term objectives in the sphere of ensuring safe and healthy living environment for the population shall be quality improvement and financial sustainability of housing and utilities infrastructure, creation safe living areas with a view of prevention of natural disasters risks. The Strategy envisages improvement of accountability and transparency of public administration, improvement of parliamentary control and participation of civil society in budgeting process. This Strategy sets forth the following objectives for implementation in the following 15 years: (a) ensuring energy security and efficient energy saving; (b) ensuring food security and access to high quality products by the population; and (c) raising employment of the population. The supreme goal shall be considered improvement of living standards of the population on the basis of sustainable economic development of the country. In the sphere of energy security shall be set forth the following priorities: (a) diversification of energy sources; (b) use of renewable energy sources; and (c) use of hydropower generated from big and small rivers. In the sphere of food security shall be set forth the following priorities: (a) promotion of agrarian and water management reforms; (b) stabilization of agrarian sector in order to ensure physical access to foodstuffs of the population; (c) diversification of agricultural production; (d) improvement of access to high quality seeds and fertilizers, and introduction of new agricultural production methods; and (e) raising efficiency of irrigation and drainage infrastructure.
