Governmental Decree No. 485 validating the Regulation on drawing up, registration and issuance of permits for special water management.

This Procedure regulates the powers of authorized state bodies on regulation of water use and protection related to formalization, registration and issuance of permits for special water use. This document establishes the procedure for formalization, registration and issuance of permits for special water use: (a) for industrial, municipal, transport and other non-agricultural enterprises and facilities; (b) for all types of farms (state, lease, peasant) and other agricultural enterprises; (c) for departments of state and non-state agricultural, irrigation, watering systems, machine irrigation entities; (d) for enterprises, structures and other objects, regardless of their ownership forms, affecting the condition of waters and being at the stage of design or construction (reconstruction). Special water use is the use of waterbodies with the use of structures or technical devices (waterworks). In some cases, special water use may include the use of waterbodies without the use of structures or technical devices (waterworks) that affect the condition of water. Water use permit (authorization) shall not be required for the following purposeful water uses: (a) general water use; (b) use of waterbodies for navigation on small vessels; (c) one-time landings (takeoffs) of aircraft; (d) water use for fire extinguishment; and (e) water intake from single (separate) wells and wells using household pumps.
