Governmental Decree No. 485 validating the Regulation on formalization, registration and issuance of permits for special water use.

This Governmental Decree regulates the powers of authorized state bodies for regulating the use and protection of waters as regards formalization, registration and issuance of permits for special water use. It establishes the procedure for formalization, registration and issuance of permits for the following special water uses: (a) industrial, municipal, transport and other non-rural managing enterprises and business entities and objects; (b) all types of farms (state, farm lease, peasant) and other agricultural enterprises; (c) the departments of state and non-state agricultural, irrigation systems, departments of machine irrigation; and (d) enterprises, structures and other objects, regardless of the form of property, affecting the state of the waters and being in the stage of design or construction (reconstruction). Special water use is the use of waterbodies with the use of waterworks or technical devices. In some cases, special water use can be considered the use of waterbodies without the use of waterworks or technical devices that affect the state of water. Special water use provides for requirements and conditions to meet potable, household, medicinal, healthcare, recreational and other needs of the population, agricultural, industrial, energy, transport, fishing and other needs, as well as simultaneous uses for several purposes. Permit for special water use is issued by authorized state bodies for regulating the use and protection of water. Permits for special water use are free of charge and shall be drawn up and issued in accordance with unified form, in conformity with the instructions.
