Abstract
Program of food security in the Republic of Tajikistan for the period of 2019-2023 is cross-sectoral policy document. Food security is an important part of the national and economic security of the country, and ensuring food security depends on the overall dynamics of the country's economic and social development. Food security is considered the State's guaranteed ability to meet food needs at a level that ensures a normal life for the population. The main objectives of the development of the Program shall be as follows: (a) abandoning the usual means of managing food security in the country; (b) expansion of targeted trends in food security aimed at improving the quality of food and the health of the population; (c) coordination of food security issues using the concept of food security based on four elements of global practice: availability, accessibility, utilization and sustainability of food. The Program has four main areas of focus: (a) the state of food supply in the country; (b) real access to foodstuffs; (c) ensuring the development of production, quality, assortment and nutrition of food products; and (d) ensuring checks and monitoring of food security.
In general, the natural conditions of the Republic of Tajikistan in all regions of the country have a number of risks for the regular production of foodstuffs - droughts, prolonged rainfall, early frost and other natural disasters - which hinder the normal functioning of the agricultural sector. In the current conditions, the country's irrigation system cannot provide irrigation water for the required area of land during the growing season of crops. The dependence of availability of foodstuffs on imports from foreign countries makes it difficult to regulate prices in the consumer market and has a negative impact on their availability to the population.
Priority areas of the Program of food security shall be as follows: (a) supporting the development of the agricultural sector; (b) development of food processing sector; (c) state management and regulation of export and import of food products and protection of the domestic food market of the Republic of Tajikistan; (d) organization of the necessary level of food resources, re-equipment and formation of new potential for the development and preservation of food resources; and (e) ensuring inspection and control of the qualitative state of food reserves. State support for agricultural production will be directed towards the following fields: (a) irrigation system, including on-farm irrigation networks; (b) plant and animal protection; (c) seed production and selection; (d) increasing the output of processed agricultural commodities; and (e) financial sustainability of the production process.
Institutions responsible for the implementation of the Program shall be the Ministry of Agriculture, Land Reclamation and Irrigation Agency, State Committee on Land Management and Geodesy, Food Security Committee and the Academy of Agricultural Sciences.
