Abstract
Committee for food security under Government of the Republic of Tajikistan is a central executive body of state power that performs special executive, monitoring, licensing and other functions established in the field of veterinary medicine, phytosanitary and plant quarantine, plant protection, seed production and breeding. The Committee exercises the following powers in the sphere of veterinary: (a) elaboration of standards, rules and regulations; (b) protection of the national territory against introduction of animal diseases; (c) veterinary and sanitary expertise and certification of veterinary drugs, biological agents and products of animal origin, and foodstuffs; (c) international cooperation; (d) introduction of quarantine and monitoring of situation; (e) pre-slaughtering examination of livestock and post-slaughtering examination of the products of slaughtering; and (f) control and prevention of spreading of diseases common to animals and human beings. The Committee exercises the following powers in the sphere of phytosanitary and plant quarantine: (a) quarantine inspection and expertise of import and export materials of plant origin; (b) detection and identification of plant pests, diseases and weeds; (c) application of quarantine; (d) elaboration and adoption of rules and regulations related to plant quarantine; (e) procurement and purchase for the state of pesticides; (f) supervision and control over seeds and planting material, certification thereof.
