Governmental Decree No. 680 validating the Regulation on the procedure for the development, approval and implementation of basin plans for water management.

Regulation on the procedure for the development, approval and implementation of basin plans for water management defines rules for the development, approval and implementation of basin plans for management of water resources, as well as changes in these plans. Plans are developed for each river basin and represent a set of systematized materials in text, tabular and graphic form on electronic and paper form on the state of waterbodies and their use, obtained as a result of observations, studies of the state of waterbodies, surveys, pre-project and design work on planning and implementation of water management and water protection measures, as well as the implementation of measures to reduce the negative effects of floods and other types of negative water impact. The basin plans are as follows: (a) target indicators of water quality in waterbodies, characterizing composition of chemicals and other indicators of water quality in waterbodies that are planned to be achieved upon completion of the envisaged plans for water protection and water management activities; (b) list of water management and water protection measures in waterbodies aimed at the conservation and restoration of waterbodies, to ensure the sustainable functioning of water management systems within a river basin and achieving water quality targets in waterbodies, developed by the Ministry of Energy and Water Resources of the Republic of Tajikistan with the participation of interested central executive bodies of state power; and (c) water management balances for river basins, sub-basins and water management areas under various water conditions.
