Governmental Decree No. 681 validating the Regulation on setting up and functioning of river basin councils.

This Governmental Decree establishes that river basin councils are established to promote effective water resources management and coordinate the activities of all stakeholders within the basin zones as advisory and consultative bodies. River basin councils develop recommendations on: (a) the procedure for establishing and defining target indicators of water quality in waterbodies; (b) development of a list of water management measures for protection of waterbodies; (c) setting limits for withdrawal of water resources from waterbodies; (d) ensuring safe operation of water systems; (e) setting main targets for reducing negative impact of floods and other types of negative impact of water, and the development of a list of measures aimed at achieving these indicators; (f) financing of implementation of planned activities in the water sector and the formation of mechanisms for attracting extra-budgetary funds; and (g) implementation of other measures aimed at rational use and protection of waterbodies.
