Governmental Decree No. 793 validating Program of development of gardening and viticulture for 2016 – 2020.

This Program has cross-sectoral and multi-sectoral approach entitling with implementation thereof the Ministry of Agriculture, the Ministry of Finance, the Ministry of Economic Development and Trade, the State Committee on investments and public assets management and the State Agency on drainage and irrigation. The Program has national coverage. The scope of the Program shall be to ensure national food security by raising fruit production and fruit supply to the population through introduction of new modern technologies and intensive development of agriculture. The objective of the Program shall be raising of well-being of the population and poverty reduction. The primary goal of the Program shall be planting of new orchards and vineyards, substitution of low-yielding fruit varieties with high-yielding ones, planting of fruit nurseries with a view of raising fruit production. The arrangements for the implementation of the Program shall include expansion of agricultural land areas destined for orchards and vineyards, supply of low cost mini tractors to family farms and smallholders and allocation of public credits on preferential terms with period of reimbursement of 5 years for planting of orchards and vineyards, and promotion of lease financing in agriculture. The scope of this Program shall be development of gardening and viticulture as key sectors of the national agriculture with a view of provision of the internal market with food, increasing export potential of fruits and vegetables, and ensuring permanent rural employment. The objectives: (a) planting of new fruit gardens and vineyards, and improvement of the existing ones; (b) substitution of low-yielding plant varieties with high-yielding ones through planting of fruit tree nurseries; and (c) growing of planting material complying with high quality standards. Financing of the Program shall be performed out of state budget.
