Governmental Decree No. 795 validating the Program of the development of renewable sources of energy and construction of small hydropower plants for the period of 2016-2020.

Program of the development of renewable sources of energy and construction of small hydropower plants for the period of 2016-2020 was developed in accordance with the instructions of the Government of the Republic of Tajikistan, the practical implementation of which will make it possible to use the potential of renewable energy sources in an economically efficient manner. The possibilities of involving the potential of small and medium-sized rivers, for the construction of small hydropower plants, amount to more than 30 thousand MW, with an annual electricity generation of about 100 billion kW per hour per year. Consistent development of these resources will not only solve the social and environmental problems of a growing population, but also significantly increase the contribution of these areas to food security and the economy of the country. The goal of the Program is to increase the electricity supply to the population in remote and high mountainous areas, to increase the economic and energy efficiency of small power plants put into operation and to create conditions for the operational maintenance of existing small power plants, their repair, and the possible manufacturing of equipment for a small hydropower station in Tajikistan. At the same time, the Program is aimed at improving the social status of the population, the development of these regions, and the attractiveness of living in these areas by providing electricity and equipment repair through renewable energy sources, increasing the economic efficiency of using existing electrical equipment and attracting investments for these facilities, protecting the ecology of mountain areas against deforestation and cutting of bushes for fuel, developing tourism and improving the quality of services in the field of tourism, contributing to the national food security, by processing products locally and efficiently preserving them, developing natural resources, constituting mining enterprises and facilities for processing of local mineral resources, creating new jobs and increasing the country's budget due to the economic development of these areas. The following environmental protection arrangements shall be performed in the process of implementation of the Program: (a) soil protection and protection of wild flora and wild fauna; (b) protection of waterbodies and fish stocks; and (c) improvement of ecological situation in the areas of construction of small hydropower plants.
